Because the tests do not demonstrate student growth (only whether they can perform at a predetermined level), students who read at a level below expected are disadvantaged on the tests.

I love using Exit Ticket http://exitticket.org/ it allows students to be set tests but grouped according to ability. Then tracks their scores. It is moving to Gooru soon, but a lovely system
